Through discussion, members of the Content Subcommittee agreed on the theme of the congress, the motto of the congress; the layout of the Political Report; the direction and goals for the term 2025-2030; the main targets, key tasks, and breakthroughs; the system of forms, appendices, etc.

In addition, there are also many comments for the Content Subcommittee to continue to direct the addition and completion of the outline and build a Political Report to ensure completeness, coverage of all fields, scientific , rigorous, focusing on key and breakthrough tasks, creating highlights of the report, but need to avoid spreading out, making the outline too long.
Concluding the meeting, the Provincial Party Secretary highly appreciated the spirit and responsibility of the Thematic Groups and the Document Editorial Groups who promoted their responsibilities, closely followed the plans and directions of the Content Subcommittee, the Standing Committee, and the Provincial Party Standing Committee to promptly advise on the outline of the Basic Political Report according to the set time and ensure quality.

Based on the members' proposals, the Provincial Party Secretary assigned the thematic groups to prepare content and organize in-depth seminars in the fields of: Socio-economics, national defense, security and Party building. Emphasizing that the outline of the Political Report submitted to the Provincial Party Congress is of great significance in orienting the basic contents, forming the framework, and serving as a basis for building the Political Report submitted to the congress and the congress resolution; at the same time, helping the district, city and Party Committees directly under the Provincial Party Committee update, absorb and concretize in building the documents of their congresses, the Provincial Party Secretary directed the Document Editing Group to fully absorb the comments of the members of the Content Subcommittee, complete the related documents, submit to the Standing Committee and the Provincial Party Executive Committee for consideration and comments according to their authority.
