Ho Chi Minh City: Digital transformation and green transformation are strategic choices

On the afternoon of August 5, the Ho Chi Minh City Investment and Trade Promotion Center (ITPC) coordinated with Hyogo Prefecture (Japan) to organize the Ho Chi Minh City and Hyogo Prefecture Economic Forum 2025.

With the theme “Green and digital transformation trends: For sustainable development goals”, the event aims to create a platform for Ho Chi Minh City businesses to exchange experiences and share cooperation opportunities with Japan in general and Hyogo province in particular.

At the Forum, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha said that Ho Chi Minh City's consistent motto is to take people as the center, resolutely not sacrifice the environment in exchange for pure economic growth and all economic development must be associated with improving people's lives.

On this basis, Ho Chi Minh City identifies digital transformation and green transformation as objective requirements, strategic choices, top priorities and breakthrough driving forces for rapid and sustainable economic growth.

To realize this goal, Ho Chi Minh City is accelerating the implementation of the Green Development Strategy Framework to 2030, with a vision to 2050, with four main contents: Developing green resources; building green infrastructure; developing green behavior; identifying pioneering industries and fields.

The city aims to reduce greenhouse gas emissions by 10% by 2030 and achieve net zero emissions by 2050.

Mr. Pham Binh An, Deputy Director of the Ho Chi Minh City Institute for Development Studies, affirmed that green transformation is no longer an option but has become an inevitable path for sustainable development, especially when Ho Chi Minh City is facing environmental challenges.

The strategy comes amid rising global environmental standards and Vietnam's strong commitment at COP26 to achieving net zero emissions by 2050.

Japan has always been a strategic investment partner, ranking 3rd among 129 countries and territories directly investing in Ho Chi Minh City.

As of June 2025, Japanese investors had 2,232 valid projects with a total registered capital of more than 15.4 billion USD, accounting for about 19.4% of the total FDI capital in Ho Chi Minh City.

According to Mr. Ono Masuo, Consul General of Japan in Ho Chi Minh City, the Ho Chi Minh City-Hyogo Prefecture Economic Forum is an important platform to promote two-way economic exchanges through information exchange and networking between the governments and businesses of the two localities.

The forum is expected to strongly attract resources from Japan in general and Hyogo province in particular to create advanced, contemporary development models.

At the same time, build a smart supply and production chain that is both economically efficient and environmentally friendly.
