
In particular, the Ministry requested the Departments of Education and Training to focus on implementing 5 key tasks in the context of arranging and merging administrative units, implementing two-level local government according to new regulations; at the same time, continue to implement the 2018 General Education Program at all levels.
Specifically, the Ministry of Education and Training requested the Departments of Education and Training to continue to effectively implement the general education program; implement 2-session teaching/day for primary education and at secondary and high schools that meet the prescribed conditions.
Localities should strengthen conditions to ensure education quality, develop school networks, build schools that meet national standards, invest in building boarding schools (according to the new model) in border communes; arrange a reasonable team of teachers; have appropriate and timely solutions to support local authorities at the commune level to effectively implement state management of education in the context of merging administrative boundaries and implementing two-level local government.
Schools innovate teaching and testing methods, and evaluate students in the direction of developing their qualities and abilities, creating opportunities and conditions for students to develop comprehensively; promote STEM/STEAM education, digital skills, artificial intelligence (AI), career education and student streaming after middle school and high school; improve the quality of English teaching, gradually making English the second language in schools.
The Ministry also requested localities to strengthen and improve the quality of universal education, ensure fairness in access to education; effectively implement ethnic education and inclusive education for students with disabilities.
In addition, promote digital transformation and innovate school governance; strengthen inspection and supervision according to authority; focus on advising local Party committees to include education in general and general education in particular in the action program to implement the Resolution of Congresses at all levels with specific tasks and targets suitable to the conditions of each locality.
For each specific task, in implementing the General Education Program, the Ministry of Education and Training requires schools to arrange time to implement the program in a scientific, pedagogical, and effective manner, without putting pressure on students; ensuring that by the end of the school year, students meet the requirements as prescribed by the program. Departments of Education and Training guide teachers to proactively review and adjust language materials in lessons, topics, and practice materials in textbooks to suit local realities, especially in the context of administrative boundary arrangement and implementation of two-level local government. At the same time, proactively select appropriate content and topics in approved local educational materials, organize adjustments, integration, and flexible use according to the cultural - social - geographical characteristics of the new administrative unit after the arrangement.
For organizing 2 sessions/day, the school's education plan needs to clearly show the plan to mobilize and effectively use resources; specify the content, duration, time, location, and students who are organized to study 2 sessions/day; assign teachers reasonably and scientifically, ensuring compliance with regulations on working hours, suitable to the teaching organization conditions of each school.
Regarding the development of the school and class network, the Ministry of Education and Training requests that the Departments of Education and Training advise on the effective implementation of the organization of reviewing, arranging and planning the network of general education facilities according to the Ministry's instructions. In border areas, islands, ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions, focus on effectively using resources to build and consolidate ethnic boarding schools, semi-boarding schools and inter-level boarding schools, creating conditions for students in border communes to enjoy appropriate policies.
To overcome the shortage of teachers, the Ministry requires localities to calculate many synchronous solutions such as signing teaching contracts, implementing mobilization, secondment, transfer, and inter-school teaching arrangements; not allowing the arrangement and reorganization of the apparatus to interrupt or cause a shortage of teachers, affecting the quality of education. Localities need to ensure teachers to organize teaching of all subjects according to the curriculum; overcome the situation of arranging and using teachers who are not suitable for their training majors.
At the same time, localities should consider and develop mechanisms to mobilize highly qualified human resources, including artisans, artists, professional athletes, and foreign volunteers to participate in organizing educational activities in schools, especially in the fields of culture, arts, sports, and life skills.
The Ministry of Education and Training requests localities to seriously implement the management of extra teaching and learning in the area. Strictly manage the use of reference publications in accordance with regulations; thoroughly educate teachers and staff not to take advantage of their positions to force or mobilize students or parents to buy books and reference materials. Strengthen the management of the organization and participation in exams and competitions, ensuring quality, practicality and compliance with regulations.
The Ministry also requested to strengthen inspection and supervision of educational cooperation activities with foreign countries, only deploy integrated programs when qualified, ensure comprehensive learning and education rights and comply with current legal regulations.
