As soon as this regulation came into effect, many businesses found ways to "avoid" taxes such as: refusing to receive transfers, instructing customers not to specifically record or record incorrect transfer transaction content.
Posing as buyers, we were present at a large business store in Hung Yen city. After purchasing the goods and requesting payment by bank transfer, the seller flatly refused and requested to pay the entire value of the order in cash. This is a large business store, but is trying to hide revenue to “avoid” taxes.
Some large stores on Dien Bien Street refuse to accept money transfers.
The reporter continued to a gold jewelry store on Dien Bien Street (Hung Yen City). Here, the number of customers coming in and out to buy and sell is quite bustling, but all customers are required to pay in cash. Each transaction here costs at least a million dong, even hundreds of millions of dong, but all must be paid in cash, causing many inconveniences...
Ms. Ngo Thi Thuy, a resident of Minh Khai ward (Hung Yen city) shared: Previously, I bought gold at this store and paid by bank transfer as usual, but this time they did not accept the transfer, asking for cash payment. Now, when shopping, I mostly switch to paying by QR code, so cash withdrawals are very limited. Therefore, when the store does not accept the transfer, I have to go to the bank to withdraw cash, which is very time-consuming. Luckily, it is a working day so I can withdraw money from the bank, but on a holiday like this, withdrawing hundreds of millions from the ATM. That would be a waste of time.
Besides businesses that seek to “avoid” taxes, there are still many businesses that are willing to accept transfers to facilitate customers and build a friendly and transparent business environment.

Ms. Tran Thi Huyen, owner of a clothing store at Pho Hien market, said: Recently, many customers have complained to me about some stores refusing to accept bank transfers and only accepting cash payments. However, I still accept payments by bank transfer as usual, even for customers who need cash to go to the market to buy vegetables or fish, I am willing to accept bank transfers and pay cash to customers. Payment by bank transfer is both quick and convenient and limits the possibility of paying by mistake, paying incorrectly, or using counterfeit or torn money...
Along with refusing to accept transfers, some stores, when accepting transfers, instruct buyers to write general or incorrect transfer content.
Transfer money to buy goods at a business store, Nhu Quynh town (Van Lam)
Mr. Nguyen Van Phuc, Lac Hong commune (Van Lam) shared: The other day I bought some items at a store in Nhu Quynh town. When paying by bank transfer, the store owner instructed me to write the transfer content as "Nguyen Van Phuc transfer", not stating whether it was a purchase or payment for goods. The payment content is not specified, which will cause me difficulties if I want to look up and find the payment information later.
Instead of finding ways to “avoid” taxes, what is needed now is for businesses to proactively adapt to new regulations, understand policies correctly and fulfill their tax obligations. When tax evasion is discovered, businesses will not only be subject to administrative penalties and tax arrears, but may also be subject to criminal prosecution.
