Ukraine wants to launch a “convincing strike” on targets near Moscow or St. Petersburg using Storm Shadow cruise missiles supplied by Britain.

The Guardian newspaper on August 25 quoted senior officials in Kiev as saying that Ukraine wanted to carry out a “convincing strike” on targets near Moscow or St. Petersburg in Russia with Storm Shadow cruise missiles supplied by the UK to “push the Kremlin to reconsider”, although the US has not yet supported the plan.
According to the Guardian, Kiev has been lobbying for the high-risk strategy for months, hoping that through a deep-sea strike it could convince Russia to negotiate an end to its special military campaign in Ukraine.
Earlier, the Times reported that British government ministers had asked allies to allow Ukraine to use Storm Shadows missiles developed by Britain and France to strike deep inside Russian territory.
In July, President Volodymyr Zelensky said the new British government had authorized the Ukrainian military to use Storm Shadows missiles to attack Russian territory. However, the British Ministry of Defense denied that claim.
On August 23, the Pentagon's deputy spokesman confirmed that the US allowed Ukraine to use missiles to attack Russian territory, emphasizing that this was part of Ukraine's right to self-defense against Russian attacks.
