The practical process of restructuring the apparatus has been putting many cadres and civil servants in front of fundamental changes in their working positions; easily giving rise to concerns and worries. Without timely attention and guidance, the mentality of "waiting for the right time" or "abandoning responsibility" may arise, directly affecting the quality of service to the people. Therefore, in Conclusion 176-KL/TW (July 4) and Conclusion 177-KL/TW (July 11), the Politburo and the Secretariat clearly stated that Party committees and organizations must do a good job of political and ideological education for cadres, party members, civil servants, public employees, and workers, promptly handling ideological issues arising in the process of operating the new apparatus. Along with that, it is necessary to encourage and support to overcome immediate difficulties in terms of headquarters, working conditions, and public housing so that cadres and civil servants can work with peace of mind and serve the people.
In addition, the stable mindset of cadres does not mean accepting inaction but must act firmly, be ready to dare to commit, dare to face new pressures. The key point of the stability requirement is to create a solid foundation to "speed up" in action. Therefore, many localities are very proactive, not waiting for "self-adaptation" from the grassroots. For example, Ho Chi Minh City has organized many survey teams, directly dialogued with grassroots cadres to "resolve" psychological problems or concerns, feel secure in working and contributing. In order for that spirit to spread more widely and more synchronously, the key is the exemplary and dedicated role of the leaders themselves. Because, where there is still the phenomenon of "avoiding responsibility" and "passing the buck", there is not enough ideological strength. Where cadres only focus on completing their personal work without coordination and creativity, there is a need to review politicaleducation work.
A typical example of the spirit of “accelerating action” is the Phu Quoc Special Administrative Zone Public Service Center ( An Giang Province). During the first week of operating the new administrative unit model, on many days, the center’s staff worked through lunch or until 8 p.m. to meet the soaring demand from the people. No one asked them to work overtime, but they did it out of a high sense of responsibility and for the satisfaction of the people. That self-awareness of “accelerating action” would not have been possible without a solid ideological foundation and belief in the reform process.
Here, “speeding up action” does not mean following formalities, but moving faster with higher quality, within a more disciplined and orderly framework. Cadres must not only complete the work, but must do it correctly - sufficiently - creatively, taking people's satisfaction as a measure, taking real effectiveness as an evaluation criterion. To act quickly but not hastily, the apparatus needs to be led by cadres with strong political will, sensitive to reality, proactive with new things and a spirit of dedication. This requires the practical and effective implementation of requirements on protecting cadres who dare to think, dare to do, dare to take responsibility.
On the other hand, strengthening ideology is also a warning to those who “worry too much”, with the mentality of “waiting for instructions” or “staying out” of new tasks. The apparatus cannot wait for those who lack will. Capable, dedicated, and visionary cadres, if not aroused, supported, and motivated in a timely manner, will easily become discouraged and leave their positions. On the contrary, irresponsible cadres, with a mentality of resignation and slow innovation, if not identified and handled promptly, will create stagnation in the process of building a streamlined, efficient, effective, and effective apparatus. Therefore, the stability of ideology and strong action of cadres and civil servants is not only an organizational requirement, but also a responsibility to the people and the country.
