Reporting at the meeting, the representative of the Department of Construction clarified the necessity, legal basis, order, procedures, legal documents, current status of investment in bus vehicles, investment in construction of infrastructure for public passenger transport by bus; support for operating costs of public passenger transport by bus; exemption and reduction of fares for using public passenger transport services by bus in Quang Tri province. The content stipulates the policy of supporting loan interest rates at credit institutions for projects, the ability to balance local budgets and the ability to implement support for these policies.

According to the Department of Construction, currently in the province there are only 2 bus businesses, of which 1 is operating 2 public passenger transport routes by intra-provincial buses, 1 public passenger transport route by adjacent provincial buses (Quang Tri - Hue ) in the form of no subsidy. The province has not issued incentive policies, incentives, support for loan interest rates to invest in vehicles and support prices for passenger transport by bus.

Therefore, it is necessary to issue a resolution regulating the policy of supporting loan interest rates at credit institutions for investment projects in bus vehicles, investment in building infrastructure for public passenger transport by bus; exemption and reduction of fares for using public passenger transport services by bus in Quang Tri province.

This will encourage more people to use this service, reduce the number of personal vehicles participating in traffic, prevent traffic jams, and reduce environmental pollution.

Participating in giving opinions, delegates basically agreed with the proposal for the Provincial People's Council to issue this policy.

However, it is recommended that the Department of Construction study and supplement the subjects exempted from or reduced from fares for using public passenger transport services by bus to ensure suitability, conditions for support in borrowing capital to invest in bus projects, add transitional provisions for previously invested enterprises, and estimate annual budget for implementation...

Concluding the meeting, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Construction to absorb the comments and promptly complete the content of the draft project to submit to the Provincial People's Committee to send to the Economic - Budget Committee of the Provincial People's Council for synthesis and reporting to the Standing Committee of the Provincial People's Council.
