Specifically, in Official Dispatch 2708-CV/TU dated August 6, signed by Comrade Le Khanh Hoa , Chief of the Provincial Party Committee Office (under the order of the Standing Committee of the Dien Bien Provincial Party Committee), the notice clearly stated: In order to organize the Congress of the Party Committees under the province to ensure solemnity, practicality, safety, and economy, especially in the situation of prolonged floods and landslides in many areas, the Standing Committee of the Provincial Party Committee requested the Party Committees under the province to adjust some contents in the Congress Program.

Accordingly, it is requested not to organize a welcoming art program; not to accept congratulatory flower baskets for the Congress from organizations, agencies, units, unions, enterprises, and individuals (except for 1 congratulatory flower basket from a representative of a higher-level Party Committee).

For localities affected by floods, landslides, and traffic insecurity, the Youth Union program to welcome the Congress will not be organized.

Following the general direction from the Provincial Party Committee, the first priority is for localities to overcome the consequences of flash floods and landslides. On the morning of August 7, the Provincial Party Committee delegation led by Mr. Tran Tien Dung, Deputy Secretary of the Provincial Party Committee, went to Muong Luan commune to give comments on the documents of the first Party Congress of the commune instead of the working plan at the Provincial Party Committee headquarters.

Comrade Le Khanh Hoa, Chief of the Provincial Party Committee Office, said: In addition to giving opinions on documents, the working delegation of Deputy Secretary Tran Tien Dung will inspect the natural disaster situation; visit and give gifts to some families affected by natural disasters in Pa Vat village, Muong Luan commune.

Strictly implementing the direction of the Provincial Party Committee, the first Congress of Muong Thanh Ward Party Delegates on the morning of August 7 stopped the welcoming art program and did not receive congratulatory flowers from delegates.
