The 327th Military Economic Group is stationed on the Vietnam - China border in 5 communes and wards (Tien Yen, Quang Duc, Hoanh Mo, Hai Son, Mong Cai) of Quang Ninh province; there are 21 ethnic groups living there, mainly Dao, Tay, San Diu, San Chay and Hoa, accounting for 12.3% of the province's population. The places where the unit is stationed and performs its duties are all in remote areas, with terrain mainly rugged high mountains and forests, difficult transportation, harsh weather and climate; underdeveloped infrastructure, uneven population distribution, and many difficulties in people's lives.

With the function of "Fighting Army, Working Army, Production Labor Army", in recent years, the unit has effectively carried out mass mobilization work, policy work, Army rear, coordinated with localities to participate in economic, cultural, social development, new rural construction, hunger eradication, poverty reduction, beautifying the image of Uncle Ho's Army, cultivating the tradition of "Solidarity - Urgency - Courage - Determination to win".

Over the past 50 years, with the spirit of solidarity, initiative, creativity, self-reliance and self-improvement, and the efforts of the entire unit, great achievements have been achieved in construction, combat and work. Generations of cadres and soldiers of the unit have overcome all difficulties and hardships, successfully completed all assigned tasks, and written into the golden history of the tradition of "Solidarity - Urgency - Courage - Determination to Win".

Help people eliminate hunger and reduce poverty

Colonel Hoang Hai Dang, Deputy Commissar of Economic-Defense Group 327, said that from 2021 to now, with capital and budget sources from the State, locality and unit capital funds, the Party Committee and command of Economic-Defense Group 327 have directed agencies and units to effectively implement poverty reduction projects, transfer and apply science and technology; bring science, technology, livestock and production techniques to ethnic people in the project area. Through that, gradually change the way of thinking, the way of doing, open up a concentrated livestock and production model that brings high economic benefits to local people. The unit has organized 20 field trips with more than 4,000 officers and soldiers doing mass mobilization work; presented people with more than 200 cows, goats, and more than 2,000 plum trees.

At the same time, the unit organized 6 agricultural extension training courses, helping people convert livestock and crops, apply scientific and technical advances to production, and improve farming efficiency for people. Closely coordinated with local authorities, agencies, departments and people to effectively implement projects in the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (abbreviated as National Target Program 1719); propaganda project for ethnic minority areas worth more than 100 million VND/year. The unit also repaired, renovated, whitewashed, painted 3,500m2 of cultural houses, 3,000m2 of campus, transported 100m3 of fertile soil to consolidate 2,500m2 of vegetable gardens, flower and ornamental garden campuses, schools; dredged and cleared 3km of irrigation canals to serve production; Repair, consolidate, clear, and clean 13.5km of inter-village and inter-hamlet roads...

Continuing the words of Deputy Political Commissar Hoang Hai Dang, Senior Lieutenant Colonel Kim Ngoc Hinh, Deputy Head of Political Department of Economic-Defense Group 327, added that the unit has directed working groups, teams, and young volunteer intellectuals to effectively implement the motto of "sticking to the people, sticking to the village, sticking to the area" and "eating together, living together, working together, speaking the local language" to develop production with the people. Accordingly, each team member directly goes to the villages and hamlets to propagate and help people develop household economy, renovate eating and living places, plan fields and gardens, and provide technical guidance on caring for livestock and crops.

Over the past 5 years, the unit has built 11 "Smart Civil Service" models, some of which have been implemented effectively, bringing high economic benefits to people and households, with annual incomes of 150-200 million VND. The above results have contributed to creating conditions for people to feel secure, attached, and actively work in production to develop the economy and society, contributing to changing the face of the border area, maintaining border sovereignty, bringing comprehensive effectiveness in terms of economy, society, national defense and security.

In addition, the unit also did a good job in preventing, combating, overcoming the consequences of natural disasters, catastrophes, and rescue; mobilizing nearly 6,000 officers and soldiers to overcome the consequences of natural disasters, search and rescue, forest fire rescue, and help households in the project area.

Colonel Hoang Hai Dang added that, promoting the results of the past years, in the coming time, the unit will proactively coordinate closely with local Party committees and authorities to implement synchronously, uniformly, in depth, attach importance to disseminating experiences, replicating models, advanced examples, good, creative and effective practices; integrate and effectively implement the Project "The Army participates in propagating and mobilizing ethnic minorities to actively fight to defeat the plots and tricks of hostile forces to divide the great national unity bloc in the new situation" (referred to as Project 57); National Target Program 1719... Focus on coordinating propaganda and mobilizing people to raise awareness, understanding, choose economic development directions, build models suitable to family conditions, climate, and soil; Technical advice, supply of suitable plant and animal varieties to maintain, expand and develop more sustainable household economy, contribute to maintaining political security, social order and safety, and firmly protect national border sovereignty.
