Simplifying administrative procedures in scientific research

The Ministry of Science and Technology is drafting the Law on Science , Technology and Innovation in a way that helps simplify administrative procedures in scientific research while still being effective.


Presenting the viewpoint of the Ministry of Science and Technology as the agency in charge of drafting the Law on Science, Technology and Innovation, Minister Huynh Thanh Dat emphasized the need to simplify administrative procedures in state management; simplify processes and procedures in scientific research; and at the same time pay attention to enhancing transparency, ethics and integrity in science and technology activities.

According to Deputy Minister of Science and Technology Bui The Duy, compared to the Law on Science and Technology (issued in 2013), this draft has many new contents, such as regulations that individuals conducting scientific research and technology development in public science and technology organizations are allowed to participate in establishing and operating enterprises to commercialize research results created by the science and technology organizations of which they are members.

The draft law also stipulates the simplification of the steps for approving scientific and technological tasks using the state budget, reducing the time for approving tasks (proposal, determination, selection, etc.) in the direction of reducing the time for review, requirements, and documents; stipulates the principles of tax policies for scientific, technological and innovative activities as a basis for proposing specific incentives in tax laws; clarifies research and development activities in enterprises and the contents of expenditures for research and development activities of enterprises, etc.

As planned, the draft Law on Science, Technology and Innovation will be submitted to the National Assembly for comments at the 9th session (May 2025) and considered for approval at the 10th session (October 2025).
