Vietnam tourism recovers and achieves encouraging results after COVID-19 pandemic

In the first 6 months of 2025, the tourism industry continued to accelerate strongly, welcoming nearly 10.7 million international tourists (up 20.7% over the same period in 2024, reaching 49% of the annual plan).

On the afternoon of July 31, Deputy Prime Minister Mai Van Chinh, Head of the State Steering Committee for Tourism, chaired a meeting of the Steering Committee to evaluate the results of Vietnam's tourism industry after the COVID-19 pandemic and propose a number of solutions to promote the development of Vietnam's tourism in the new context.

Growth in both quantity and quality

On July 15, 2025, the Prime Minister signed Decision No. 1532/QD-TTg on the consolidation of the State Steering Committee on Tourism. The consolidation of the Steering Committee demonstrates the Prime Minister's great concern and determination for the tourism sector - an important economic sector of the country, to ensure the Government's unified and consistent direction in tourism development.

The Steering Committee's report shows that the process of tourism recovery and acceleration has been proactively and actively implemented by ministries, sectors and localities, closely following Resolution No. 08-NQ/CP of the Politburo on developing tourism into a spearhead economic sector, the 2017 Tourism Law, Government resolutions and directions of the Prime Minister. Linkage and cooperation in tourism development between localities have been strengthened through many outstanding activities, creating momentum for tourism recovery and accelerating sustainable development.

Tourism promotion, advertising and information activities continue to have positive changes with many new models, creative and effective ways of developing the market. Promotional content has been effectively innovated with the successful organization of the Vietnam Tourism-Cinema Promotion Program in the film capital of Hollywood (USA), promoting and introducing Vietnam tourism through cinema at the Cannes Film Festival (France)...

Vietnam is one of the three leading destinations in international tourist growth in Southeast Asia. Vietnam tourism has been highly appreciated by a number of prestigious international tourism award organizations and newspapers, putting Vietnam in the group of emerging tourism countries in the world. The number of searches for Vietnam tourism has continuously increased in the top of the world, from 11th place to 6th place with a growth rate of 10% to 25%, much higher than the general growth rate of Southeast Asia.

According to Minister of Culture, Sports and Tourism Nguyen Van Hung, Deputy Head of the Steering Committee, since the 2024 meeting, tourism development has grown in both quantity and quality. The tourism industry's contributions to job creation and "on-the-spot export" have helped support 18 different economic sectors.

In addition to the achieved results, Minister Nguyen Van Hung said that there are still many things that need to be done. He pointed out that the change in awareness of this key economic sector is not uniform in all localities. Although the coordination between ministries has changed, it is not clear. Tourism promotion still follows the old trend, so the effect has not been as expected.

"Tourism products have been innovated but have not really met people's needs. It is not just an experience, but must touch emotions," Minister Nguyen Van Hung emphasized.

To realize the tourism industry's goals in 2025, the Steering Committee members evaluated and clarified the achieved results, limitations, difficulties, and obstacles, proposed solutions and mechanisms to resolve existing problems, remove "bottlenecks," creating conditions for Vietnamese tourism to "accelerate" in the coming period.

Citing the figure of 427 passenger ships and cruise ships arriving at the port in the first 6 months of the year (with a total of 614,759 passengers), an increase of 10%, but according to the General Statistics Office, the number of tourists arriving by sea has decreased, Deputy Minister of Construction Nguyen Xuan Sang said that it is necessary to diversify tourism products and develop tourism products to increase the rate of arrivals.

Along with that, focus on developing specialized seaport infrastructure to serve tourists. To do this, the “hand” of the State is needed.

Opinions from the Ministries of Education and Training, Industry and Trade, Foreign Affairs, and Home Affairs suggest paying attention to developing tourism human resources, building tourism platforms, controlling quality at tourist tour labeling points, improving the quality of tourist accommodation locations, tourism services, etc.

Repositioning Vietnam's tourism industry

In his concluding remarks, Deputy Prime Minister Mai Van Chinh assessed that after COVID-19, Vietnam's tourism has recovered and achieved encouraging results. In 2023, there will be 12.6 million international visitors, an increase of 332%, and serve more than 108 million domestic visitors, an increase of 6.8% compared to 2022.

In 2024, the number of international tourists to Vietnam will reach over 17 million, an increase of 39%; domestic tourists will reach 110 million, an increase of 1.6% over the same period in 2023.

In the first 6 months of 2025, the tourism industry continued to accelerate strongly, welcoming nearly 10.7 million international tourists (up 20.7% over the same period in 2024, reaching 49% of the annual plan), serving 77.5 million domestic tourists (up 8.5% over the same period last year and reaching 65% of the annual plan). Total revenue from tourists reached about 518 trillion VND, equal to 53% of the annual plan.

"With this momentum, we are determined to strive even harder to welcome 22-23 million international visitors and 120-130 million domestic visitors by 2025," said the Deputy Prime Minister.

Assessing tourism as one of the 10 highlights in the first 6 months of 2025, Deputy Prime Minister Mai Van Chinh affirmed that the achievement was the result of a synthesis of many sectors, in which the core is the tourism sector. The tourism sector has received the attention of the leadership of the Party, the State, and the National Assembly; the drastic and close direction of the Government and the Prime Minister; the support of ministries, sectors, and localities; and the positive response of the business community and people.

Emphasizing the tasks in the coming time, the Deputy Prime Minister stated that it is necessary to continue to innovate thinking, raise awareness of developing tourism in a systematic and professional manner, reposition Vietnam's tourism industry, supplement and adjust planning, and develop tourism projects in the new period.

"How to exploit and promote competitive advantages, outstanding opportunities, and distinct potentials of localities," the Deputy Prime Minister requested.

The Deputy Prime Minister directed the Ministry of Culture, Sports and Tourism to preside over and coordinate with ministries, branches and localities to implement the Central resolutions, especially the Government's resolutions and the Prime Minister's directives on comprehensive, rapid and sustainable tourism development in the coming time; Official Dispatch No. 34/CD-TTg on promoting tourism development, ensuring double-digit economic growth, in which it is necessary to focus on restructuring the tourist market, preparing for a new development stage.

For the international tourist market, focus on effectively exploiting traditional markets, approaching and exploiting new markets and large tourist sources. Increase investment in market research and training tourism human resources to meet development needs in the coming period.

The Deputy Prime Minister also emphasized the need to advise on perfecting institutions in the direction of development creation, including advising on amending the 2017 Tourism Law and legal documents to create the most favorable conditions for businesses and tourists; promoting decentralization, delegation of power, cutting and simplifying administrative procedures, reducing time and costs. Continuing to consider businesses and people as the subjects of tourism development, tourists as the center of tourism activities. Quickly grasping new tourism trends and new needs to guide localities and the tourism industry to develop.

Assigning specific tasks to the Ministries and members of the Steering Committee, the Deputy Prime Minister requested that state management agencies on tourism be resolute in innovating management methods, be creative, to best support and accompany businesses. Tourism businesses need to be bold, innovate in their approach, create many new tourism products with high added value, suitable for the consumption needs of tourists.

“With the high determination of the industry, along with the support and close cooperation of the central ministries and branches, Vietnam tourism will make a strong breakthrough. The united efforts will create a great combined strength, bringing our country's tourism to new heights, truly becoming a spearhead economic sector, contributing to building the image of a beautiful Vietnam, the kind and hospitable Vietnamese people, and at the same time affirming Vietnam as an attractive, 'green' and sustainable destination on the world tourism map," the Deputy Prime Minister believes.
