The new regulation in Article 26 of the 2025 Law on Teachers (effective from January 1, 2026) clearly states that the retirement age of teachers is implemented according to the provisions of the Labor Code and related documents, except for special cases.
Teachers in preschool education institutions, if they wish, can retire at an age lower than the retirement age of employees under normal conditions, but not more than 5 years. In case of 15 years of social insurance contributions or more, the pension percentage will not be reduced due to early retirement.
With the new policy, female preschool teachers can retire from the age of 52 and male teachers can retire from the age of 57.

In addition, the Law also stipulates a higher retirement age for teachers in public educational institutions. Specifically, those who can enjoy a higher retirement age include teachers with the title of professor, associate professor or doctoral degree and teachers working in specific specialized fields and industries.
The retirement regime at a higher age is implemented when the educational institution has a need; the teacher is healthy enough, volunteering and meeting the standards and conditions of the educational institution. The retirement period at a higher age is stipulated as follows:
- Not older than 5 years for teachers with doctoral degrees.
- Not older than 7 years old for teachers with the title of associate professor.
- Not older than 10 years for teachers with the title of professor.
During the period of retirement at a higher age as prescribed, teachers do not hold management positions.
Also according to the proposal in the draft Decree on universalizing preschool education for children aged 3-5, recently announced by the Ministry of Education and Training , newly recruited public preschool teachers from this school year can receive a minimum one-time subsidy of about 59 million VND (12 months of basic salary). However, they must commit to working at the recruited preschool for at least 5 years.
In addition, the Ministry also proposed to support 960,000 VND/month for public kindergarten staff (including contract and probationary employees) in extremely difficult areas to perform universalization tasks, from 15 days a month or more.
By the middle of the 2024-2025 school year, the country will be short about 120,000 teachers, of which 48,000 are preschool teachers. The basic salary of this group ranges from 4.9 to 15 million VND per month (base salary multiplied by the coefficient), plus job incentives and some other amounts, depending on the job position.
