Hanoi urgently deploys response to storm No. 3

On July 21, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Official Dispatch No. 09/CD-UBND requesting all levels, sectors and localities in the city to urgently deploy emergency response work to storm No. 3 in 2025.

According to the forecast from the National Center for Hydro-Meteorological Forecasting and the Northern Hydro-Meteorological Station, storm No. 3 is active in the Leizhou Peninsula (China), moving rapidly in the West-Southwest direction, likely to directly affect the Northern and North Central regions from the evening of July 21, causing strong winds and heavy rain. In Hanoi , from July 21 to the morning of July 24, it is forecasted that there will be moderate rain, heavy rain, and very heavy rain and thunderstorms in some places.

To proactively prevent and combat natural disasters, the Chairman of the City People's Committee requested departments, branches, sectors, People's Committees of districts, communes and wards to continue to seriously implement the instructions of the Government and the City in previous telegrams. Units need to review and inspect facilities, reinforce works, ensure safety of people and property; maintain 24/7 on-duty; closely monitor disaster forecasts and warnings and regularly update people to proactively prevent.

Localities are assigned to evacuate people in areas at risk of landslides, deep flooding, and flash floods; prepare vehicles and necessities according to the "4 on-site" motto. At the same time, investors of works, factories, and technical infrastructure systems are required to take protective measures, proactively overcome incidents, and not interrupt operations.

The authorities are assigned to organize traffic control and diversion at key points, deep flooding, and areas at risk of landslides, ensuring smooth traffic during storms. The work of protecting key dykes, especially at locations under construction or where incidents have occurred, is also required to be strictly implemented.

The City People's Committee assigned the Hanoi Electricity Corporation to coordinate with the Department of Industry and Trade to ensure safe and continuous power supply, prioritizing drainage pumping stations. The Department of Construction coordinated with relevant units to handle fallen trees, ensuring safety and traffic. Departments, branches, and members of the City's Steering Committee for Disaster Prevention and Control were requested to closely inspect and direct their areas of responsibility, and be ready to deploy response plans for all natural disaster situations.
