The provincial agricultural and environmental sectors are united and unanimous in entering a new era.
First of all, it is necessary to look back at the efforts that the industry has made over the years. As a province strongly affected by climate change, especially saline intrusion and drought, the provincial agricultural sector has soon established the orientation of "adaptive agriculture", focusing on converting crops and livestock suitable to ecological zones. In addition, organic production models, value chain linkages and circular production have been gradually expanded, bringing positive effects to the household economy and the ecological environment.
Along with the agricultural sector, the industry also focuses on protecting natural resources and the environment, especially in water quality monitoring, land use planning, forest management and biodiversity. Digital technology applications have been applied to industry data management, agricultural product traceability and natural disaster forecasting - demonstrating the determination to digitally transform the entire system.
On that basis, when entering a new phase - where the geographical space is wider and the management scale is larger, the provincial Department of Agriculture and Environment does not see the merger as a simple separation or consolidation, but as an opportunity to expand the vision, integrate regional advantages and double the value of innovation. Therefore, in the preparation process, we not only review the tasks, strengthen the organizational apparatus, but also proactively propose solutions for regional linkage, inter-provincial coordination in water resources management, coastal development, promoting ecological economy and low-carbon agricultural economy.
More than anyone else, we understand that developing in the new era requires a change in management thinking: from administrative to creative, from decentralized to integrated, from reactive to proactively adaptive. This is also the time for the industry to identify breakthroughs including: promoting high-tech agriculture; developing a green, circular and low-emission agricultural economy; along with strengthening institutional capacity and staff quality to meet new requirements.
I would also like to express my deep gratitude to all cadres, civil servants, public employees and workers in the agriculture and environment sector. It is the perseverance, sense of responsibility and desire to contribute of each person that has contributed to creating a strong collective, overcoming many challenges over the past time. Before this important transition period, I call on everyone to continue to promote the tradition of solidarity, maintain the flame of enthusiasm, constantly innovate thinking, improve capacity, and proactively adapt to new requirements. Let's see this not just as an administrative change, but as an opportunity to demonstrate the industry's mettle and intelligence in the face of increasingly high demands from society.
With faith, will to attack and dedication, I firmly believe that our team will continue to move forward, making worthy contributions to the development of the new province - a land of convergence of potential and aspirations to reach far.
Entering the post-merger period, the provincial Department of Agriculture and Environment carries with it a solid team, a specialized database system and, above all, the spirit of serving the people and businesses effectively. Although the organizational structure will be adjusted, the responsibility for land - water - forests and rural development remains the core mission that the entire industry will never slacken on.
We believe that, with the attention of the Provincial Party Committee, the Provincial People's Committee and the consensus of the people, the newly merged provincial Department of Agriculture and Environment will continue to play a key role in maintaining the balance between development and sustainability, between economic growth and environmental protection, between modernization and preserving identity.
A new path is opening up, with faith, determination and spirit of attack, the provincial Department of Agriculture and Environment pledges to make continuous efforts, adapt quickly, and innovate strongly to contribute worthily to the common success of the province in the era of national growth, the new era of development.
