Today, the 15th National Assembly entered the 6th working week of the 9th Session (from June 16 to 20) with a focus on constitutional, legislative and supervisory work.
Notably, in the morning session on June 16, the National Assembly will vote to pass the National Assembly Resolution amending and supplementing a number of articles of the 2013 Constitution. The session will be broadcast live on radio and television for voters and people nationwide to follow.
This amendment and supplement to the Constitution is a milestone of special historical significance, paving the way for the completion of the two-level local government organization model, while concretizing the requirements set forth in the process of implementing the organization and arrangement of provincial and communal administrative units.
In the past time, the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution has been active in preparing the draft Resolution, with a very urgent direction plan, organizing to collect public opinions, opinions at all levels and sectors in many diverse forms.
There have been over 280 million comments from agencies, organizations and individuals on all contents and provisions of the draft Resolution, with an approval rate of 99.75%, demonstrating high consensus and unity between "the Party's will and the people's heart".
At the 9th Session, the National Assembly also held two plenary sessions in the hall to discuss and give opinions on the contents of amending and supplementing a number of articles of the 2013 Constitution (May 14 and June 13).
Also this morning, the National Assembly will vote to pass the Law on Organization of Local Government (amended); Law on Teachers; Law on Employment (amended); Law on amending and supplementing a number of articles of the Law on Advertising.
At the same time, listen to the presentation (supplement) and the examination report (supplement) of the draft Law on Railways (amended); discuss the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system; and the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3-5 years old.
In the afternoon, the National Assembly held a plenary session in the hall to discuss the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; discussed in groups the draft Law on Railways (amended) and the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project.
Focus on questioning and answering questions
In addition to continuing to discuss and pass a number of laws and resolutions, another highlight of the 6th working week of the 9th Session is the question and answer session before the National Assembly. This is the content that attracts the attention and follow-up of a large number of voters and people.

The question-and-answer session took place from June 19 to the morning of June 20. The groups of issues selected by the National Assembly for questioning were in the fields of Finance; Education and Training, with the main responsibility for answering belonging to Minister of Finance Nguyen Van Thang and Minister of Education and Training Nguyen Kim Son.
According to the program, the Prime Minister (or authorized Deputy Prime Minister) reports to clarify related issues and answers questions from National Assembly deputies. The questioning sessions are broadcast live on radio and television for voters and people to follow.
Another important content of the working week is that the National Assembly will discuss: additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025; approval of the state budget settlement in 2023; the transition to applying a number of specific mechanisms and policies that have been allowed by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and the State; the practice of thrift and anti-waste in 2024; and the results of implementing the national goal of gender equality in 2024.
The discussion session took place from June 17 to the morning of June 18 and was broadcast live on television and radio for voters and people nationwide to follow.
