The province is mobilizing police, border guards, port authorities and many rescue ships to the scene. The weather at sea is no longer stormy, but the rain is still heavy, and visibility is limited due to the darkness.

At 5 p.m., the Quang Ninh Provincial Border Guard said they had rescued 10 people on the capsized boat and recovered three bodies.

At around 2pm, the sky in Quang Ninh changed from sunny to gloomy and gradually dark. After about 10 minutes of wind and storm, hail poured down. The hailstones were as big as toes, accompanied by torrential rain and continuous thunder. Lightning struck a mountain in Ha Long Bay, causing a fire at the top.

Strong winds collapsed the stage frame of the 2025 Grand Music Festival - Bright Summer, scheduled to take place at 7:30 p.m. today at Sun Carnival Square, Bai Chay Ward. The organizing committee announced the postponement of the program and is coordinating with relevant units to develop an alternative plan.

In addition to Quang Ninh, Hanoi , Thai Nguyen, and Bac Ninh also experienced thunderstorms and lightning this afternoon after three days of heat waves reaching 35-37 degrees Celsius. In Hanoi , many people walking on Ring Road 3 were knocked down by the wind. A series of trees were broken.

Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said that thunderstorms in the North were not caused by the influence of storm Wipha in the East Sea but by wind convergence along a low-pressure trough with an axis passing through the North.
