
Joining the delegation were representatives of the leaders of the following agencies: Provincial Party Committee's Organization Board, Provincial Party Committee's Propaganda and Mass Mobilization Board, Department of Home Affairs, Department of Finance, Department of Science and Technology, Provincial Public Administration Service Center and Provincial Party Committee Office.

Hoa Bac commune was established on the basis of merging two communes Hoa Bac and Hoa Nam, with a population of nearly 20,000 people and an area of over 159 km².
After more than a month of implementing the two-level local government model, the commune apparatus has operated stably, officials have quickly adapted, digital infrastructure has been synchronized, contributing to improving management efficiency and serving the people.

After one month of operation, the Hoa Bac Commune Public Administration Service Center received 484 applications, including 454 online applications and 30 applications submitted directly or via postal service.
Of these, 411 records have been processed, with 404 records completed ahead of schedule (98.3%) and 7 records overdue (1.7%) due to software system errors; currently 73 records are still under processing.

Besides, the socio -economic situation of the commune continued to develop stably, national defense and security were maintained, and budget revenue reached over 80% of the annual plan.
The fields of health, education, culture and sports have had positive changes; the spirit and responsibility of cadres have been enhanced.
Party building and the political system have received comprehensive attention; leadership methods have been innovated, and the activities of the Front and mass organizations have become increasingly effective.

From the initial stable foundation, Hoa Bac commune focused on implementing the Resolution of the 1st Party Congress, term 2025 - 2030. The Party Committee quickly completed the action program, clearly assigned tasks, and closely followed the roadmap.
Propaganda and dissemination work is promoted, helping cadres, party members and people grasp the orientation.

In Hoa Ninh commune, the new administrative unit was established on the basis of merging 3 localities: Hoa Ninh, Dinh Trang Hoa and Hoa Trung.
The area currently has a natural area of 95.17 km², with a population of nearly 32,000 people. Of which, ethnic minorities account for more than 30%, concentrated in 10/37 villages.

After the administrative unit arrangement, the two-level local government model in Hoa Ninh commune has gradually stabilized and become effective; the socio-economy has developed comprehensively, and national defense and security have been maintained.
The staff and civil servants uphold the spirit of responsibility, discipline, expertise and coordinate well in performing their tasks.

From July 1 to July 31, the Commune Administrative Service Center received and transferred a total of 576 records/406 administrative procedures to specialized departments to handle; of which, 50 records were submitted directly (accounting for 8.7%), 526 records were submitted online (accounting for 91.3%).
To date, 469 cases have been resolved, 81 cases are still under resolution, 17 citizen cases have been withdrawn and 9 cases have been refused to be resolved.

The socio-economic, defense and security sectors continued to achieve positive results. Agriculture was stable, with good output. Disease and natural disaster prevention was focused on; budget revenue and expenditure and public investment disbursement were on schedule.
National target programs are being implemented in the right direction, focusing on advanced new rural areas, sustainable poverty reduction and development of ethnic minority areas.

Identifying the 1st Commune Party Congress as a key political task, the Hoa Ninh Commune Party Committee carefully prepared and organized it in accordance with regulations, creating consensus and competitive spirit in the whole commune.
After the Congress, the Party Committee Standing Committee quickly grasped and concretized the Resolution into a practical action program, effectively implementing socio-economic, defense and security goals step by step.

In addition to the achieved results, Hoa Bac and Hoa Ninh communes still faced many difficulties in the initial stage of operation after the merger. Traffic infrastructure was not connected, administrative headquarters were scattered, facilities were degraded, and public administrative centers were still cramped.

In addition, there are some other difficulties such as: Insufficient staff, many concurrent positions, lack of specialized staff in key areas such as information technology, finance, and culture.

The implementation of online public services is still limited due to the lack of synchronous digital infrastructure, the lack of proficiency of people and some officials, while some regulations and instructions on organizational structure and administrative procedures have not been issued promptly.

Faced with practical difficulties, Hoa Bac and Hoa Ninh communes proposed that the province soon invest in connecting traffic infrastructure, build a new administrative center, repair the public administrative service center and supplement essential equipment.

At the same time, propose to supplement the payroll, improve the staff, issue regulations on decentralization of management, job positions, guide the organization of the apparatus and improve the capacity of grassroots staff.
Communes also want to fix software errors, upgrade digital infrastructure and consider the model of Regional Land Registration Office Branches to facilitate people.

Based on local practice, the working group recommended that the locality continue to improve its organizational structure and staff quality, thereby ensuring the completion of goals and tasks in 2025.
The focus is on serving people and businesses more effectively through the Public Administration Service Center; at the same time, focusing on economic development, increasing budget revenue, reducing poverty, developing the Party, maintaining political security and social order.

Along with that, it is necessary to pay attention to promptly and thoroughly resolving citizens' petitions and complaints, creating consensus and strengthening people's trust.

The delegation also reminded the grassroots Party Committees to focus on political and ideological work, create conditions for cadres and civil servants to fulfill their tasks well; regularly review, supplement and perfect working regulations and rules, promptly establish steering committees and specialized teams.

In addition, administrative reform and digital transformation are identified as one of the four pillars of development, associated with promoting patriotic emulation movements, demonstrating the high determination of the entire political system in comprehensive leadership and direction, bringing sustainable local development.
