Ward 1 Bao Loc was formed on the basis of merging the entire natural area and population of 3 administrative units including Ward 1, Loc Phat Ward and Loc Thanh Commune (old Bao Loc City). After the merger, Ward 1 Bao Loc has a natural area of 51.46 km2 and a population of more than 55,840 people.

After the merger, Ward 1 Bao Loc has 12 projects and public investment tasks, including 4 transitional projects, 1 newly started project and 7 planning projects, with a total capital from the State budget of 56,668 billion VND. Up to now, 16,749 billion VND has been disbursed, reaching 29.6% of the capital plan.

Reporting at the meeting, the leader of Ward 1 Bao Loc said that the locality is currently facing many difficulties and problems related to compensation and site clearance at public investment projects. In particular, at the Cao Ba Quat road project, there are still 29 households that have not yet handed over the site; the land adjacent to Loc Phat airport is national defense land and the Ministry of National Defense has not yet given any written opinion on handing over to the locality.

Up to now, the Bao Loc Area Investment and Construction Project Management Board has prepared the necessary documents, but has not yet handed over the previous projects and works invested by the Board.
The project to upgrade and expand Hoang Van Thu Street still has 7 individuals and 1 organization that have not yet handed over the land, affecting the construction progress; the project to upgrade Pham Ngoc Thach Street has 47/98 households that do not agree with the road expansion policy. After many times of mobilization, up to now, the households still do not agree to hand over the land, but request the locality to calculate and compensate according to regulations, making the project unable to be implemented. Along with that, the Nam Phuong 2 Lake Project has 15 households that have not agreed to receive compensation to hand over the land with an area of 4.4 hectares. Currently, the households request land compensation according to market value and resettlement arrangements more than the regulations.

Particularly for the zoning and detailed planning projects 1/500 in Ward 1 Bao Loc, which have been and are being implemented, after the merger, they are facing difficulties and problems that need to be resolved.

Regarding the task of taking over, storing, managing and using cadastral records and land data after the administrative unit arrangement, up to now, Ward 1 Bao Loc has received cadastral records (paper copies) from 3 localities, including Ward 1, Loc Phat Ward and the old Loc Thanh Commune. Records and procedures such as cadastral maps, inventory books, cadastral books and related documents ensure land management and settlement of administrative procedures for people. However, the locality is currently facing difficulties due to the lack of synchronization of cadastral records according to the new administrative unit. Therefore, Ward 1 Bao Loc does not have a land database and has not integrated map data and cadastral records into the electronic system to integrate into the national database.

In addition, the old Loc Thanh commune used to be a rural area, but after the merger, it was converted into residential land and agricultural land in urban areas. However, it is not currently regulated in the urban land price list of the province, so the locality cannot determine the financial obligations and land prices for compensation for site clearance related to projects, especially the Bao Loc - Lien Khuong expressway project.

The People's Committee of Ward 1, Bao Loc proposed that the People's Committee of Lam Dong province promptly assign the capital for development investment, the public investment capital plan for 2025 and assign the task of investors for projects being implemented in the Ward. It is proposed that the Provincial People's Council and the People's Committee of Lam Dong province consider maintaining the percentage of revenue sharing between local government budgets at all levels to help localities have resources to implement tasks such as urban beautification; building technical and cultural infrastructure, strengthening traffic connections, economic connections, attracting investment, and developing production.

Ward 1 Bao Loc also proposed the Provincial People's Council and People's Committee to allocate capital and agree on the policy of adjusting the zoning plan in Ward 1 Bao Loc. This is considered an important condition for the locality to attract investment, build urban infrastructure, develop the socio-economy and ensure the rights and interests of the people.

The locality also recommended that the Department of Agriculture and Environment guide or direct the Land Registration Office to correct the number of map sheets and land plots as proposed; promptly complete and hand over the results of the digitization project, cadastral records and land database...

At the meeting, representatives of the Provincial People's Council and provincial departments and branches had discussions and contributions to help Ward 1 Bao Loc effectively implement public investment projects and works; build a land database system and cadastral maps and effectively manage public assets in the Ward.
Speaking at the meeting, comrade Tieu Hong Phuc, Vice Chairman of Lam Dong Provincial People's Council, requested that Ward 1 Bao Loc focus on performing well the task of managing and using public assets in the area to avoid loss and waste.

“Regarding land records and land data, the locality continues to coordinate with departments and branches to complete the database system to effectively manage and resolve administrative procedures to facilitate people and attract investment. At the same time, the locality must prepare well the conditions to implement public investment projects and works when they are transferred and allocated capital. At the same time, speed up the settlement of works and projects that are completing acceptance records in the area” – Vice Chairman of the Provincial People's Council Tieu Hong Phuc emphasized.

Vice Chairman of the Provincial People's Council Tieu Hong Phuc also requested Ward 1 Bao Loc to continue to pay attention and create favorable conditions for non-public educational institutions. Specifically, the locality needs to have written opinions for the Department of Education and Training to serve as a basis for resolving difficulties and obstacles and creating favorable conditions for non-public educational institutions related to enrollment work as the new school year 2025-2026 is approaching.

After the working session, Comrade Tieu Hong Phuc, Vice Chairman of the Provincial People's Council and the working delegation inspected a number of works and projects facing difficulties in compensation and site clearance in Ward 1, Bao Loc.
