Discussing with us about the plan to arrange the working headquarters of agencies and units, Mr. Pham Quang Anh, Director of the Department of Construction, informed: Based on the Project of the People's Committee of Thai Nguyen province on the arrangement and merger of Bac Kan and Thai Nguyen provinces; Project to arrange commune-level administrative units of Thai Nguyen province and the conclusion of the Standing Committee of the Provincial Party Committee on the policy to support cadres, civil servants, public employees, and workers (CB, CCVC, NLĐ) to work at the administrative center of the province after the merger, the Department of Construction has directed specialized departments to organize inspections of the current status and design drawings of the headquarters and working buildings and develop plans, organize to collect opinions from agencies and units and update data, complete the plan to arrange the headquarters of agencies and units after the merger.

On June 9, 2025, the Provincial People's Committee decided to approve the plan for arranging working headquarters when implementing the arrangement of administrative units and building a 2-level local government. Accordingly, the plan for arranging and arranging working headquarters of provincial-level agencies and units includes 54 units. The district level includes all headquarters currently managed by districts and cities, clearly defining the transfer plan for provincial-level units, units under provincial-level units and commune-level units to manage and use; arranging headquarters for new commune-level units on the basis of old commune-level units. The arrangement, transfer and handling of redundant headquarters shall be implemented in accordance with regulations on handling public assets and current regulations.

Speaking at the 45th meeting of the Provincial People's Committee held on June 12, leaders of departments, branches, and localities all agreed with the plan to arrange headquarters, vehicles, and facilities to serve the activities of communes and wards after implementing the arrangement of 2-level administrative units from July 1.

According to the report of the Department of Construction of Bac Kan province, the total demand for business travel (Thai Nguyen - Bac Kan) of civil servants, public employees, and employees when entering the two provinces is about 500 people/day with the need to travel back and forth on working days during the week and 1,058 people with the need to travel weekly (Monday and Friday). To meet the demand, the Department of Construction has directed businesses to research and propose suitable means of transportation.

Ms. Do Thi Mai Huong, Deputy General Director of Ha Lan Trade and Tourism Joint Stock Company : The company has submitted a proposal to the Thai Nguyen Department of Construction on the plan to transport civil servants to work from Bac Kan to Thai Nguyen after the merger of the two provinces. Accordingly, the means of transportation for daily travel will be arranged by about 20 cars with 9, 11, 16, 45 seats. For those who need to travel every week, the means of transportation will be arranged by about 50-55 cars; types of cars with 9, 11, 16, 45 seats.

In addition to Dutch enterprises, there are currently many enterprises and transport cooperatives that manage and operate bus routes and fixed-route passenger transport from the Central Bus Station of Thai Nguyen City to Cao Bang Province, with routes passing through Bac Kan. Thus, the means of transportation for officials and civil servants going to work from Bac Kan to Thai Nguyen is very convenient.

Along with meeting the travel needs, the Department of Construction has reviewed all working offices (including commune-level offices after rearrangement), and public service facilities that can be converted into public housing. At the same time, it has reviewed additional accommodation facilities and dormitories in universities and colleges in the province or proposed specific support for housing rent for Bac Kan officials, civil servants, and employees working in Thai Nguyen province.

Present at the headquarters of the Provincial Farmers' Association in Bac Thanh hamlet, Quyet Thang commune (Thai Nguyen city), we noticed that the dormitory with 28 rooms (2 people/room) is quite new, fully equipped with beds, air conditioners, hot and cold water. On the first floor of the building there is a communal kitchen that meets the needs of immediate use.

According to Mr. Nguyen Tri Dung, Chief of Office of the Provincial Farmers' Association: Currently, the dormitory building is mainly used by the Association's staff who live far away to rest at noon. In the future, after merging with the Provincial Fatherland Front Committee, the Provincial Farmers' Association will move its workplace to the current headquarters of the District Party Committee, People's Council, and People's Committee of Dong Hy district.

In addition to the above building, according to statistics from the Department of Construction, the province has deployed the construction of 13 commercial apartment buildings and other apartment buildings with real estate inventory with over 1,000 apartments that can basically meet the housing needs of civil servants, public employees, and workers in Bac Kan province. Currently, the Provincial People's Committee has assigned the Department of Finance to coordinate with relevant units to agree on a plan to handle the headquarters. After that, if qualified, the headquarters can be converted into official housing to meet the housing needs of civil servants, public employees, and workers coming to work in Thai Nguyen province.

According to our understanding, many civil servants, public employees, and laborers in Bac Kan with 2 spouses or 1 person assigned to work in the administrative center of Thai Nguyen province have proactively bought or rented houses according to the economic conditions of each family to meet the work requirements in the new period.
