According to the Ministry of Construction , after the provinces and cities officially merged from July 1, the need for intra-provincial travel, especially between old urban centers, has increased, putting pressure on the existing transportation system which already has a relatively high density.

To ensure traffic safety and meet people's travel needs, the Ministry of Construction recommends that localities strengthen maintenance, upgrade or expand existing connecting routes; mobilize investment capital for expressways connecting provincial administrative centers according to planning and authority.

The Ministry of Construction also requested localities to allocate resources, including maintenance funds, to carry out management, operation, exploitation and maintenance on decentralized national highways; and to study investment plans to develop inter-urban public transport systems such as inter-regional buses and urban railways.

In particular, for urban areas expected to have a high population density, localities need to ensure essential infrastructure to meet the living conditions and environment of the people. In particular, localities need to plan and protect important surface water sources for domestic water supply, clean water supply systems, infrastructure for collecting and treating wastewater and solid waste, etc.

The Ministry of Construction also said that it has set up a hotline, ready to provide technical and professional support, answer questions, and guide localities in the process of implementing the two-level local government model. If necessary, the Ministry of Construction will assign staff to directly support localities.
