On July 24, 2025, the Ministry of Culture, Sports and Tourism issued Decision 2567/QD-BVHTTDL on the plan to implement Resolution 138/NQ-CP dated May 16, 2025 on the Government's action plan to implement Resolution 68-NQ/TW dated May 4, 2025 on private economic development.
Accordingly, one of the tasks of implementing Resolution 138/NQ-CP and Resolution 68-NQ/TW on private economic development is to facilitate businesses' access to resources of land, capital, and high-quality human resources.
Specifically, increase access to land and production and business premises for the private economy. Review and agree with the Ministry of Finance on a plan to handle houses and land that are public assets under the management of the Ministry of Culture, Sports and Tourism that are not used or not used, to hand over to localities for small and medium-sized enterprises, supporting industry enterprises, and innovative enterprises to rent for production and business purposes.
Promote and diversify capital sources for the private economy. Promote the implementation of the Law on Support for Small and Medium Enterprises, the industry's support program for enterprises, business households, and individual businesses. In particular, focus on activities to improve management capacity, build a transparent and standardized financial system, standardize accounting and auditing regimes... to increase access to financial resources.
Place orders for private enterprises to participate in providing a number of public services; participate in building cultural, sports and tourism products with brand imprints, and develop cultural industries.
Promote the role of funds to support businesses participating in the development of culture, sports and tourism, and the development of cultural industries.
In addition, the Minister of Culture, Sports and Tourism also proposed a number of other key tasks such as promoting science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy.
Strengthening connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises. Supporting the development of enterprises, forming regional and global private economic groups in cultural industries.
