On July 31, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee coordinated with the Department of Culture, Sports and Tourism of Ho Chi Minh City to hold a press conference to provide information on the socio -economic situation in the city.

At the press conference, Deputy Director of the Ho Chi Minh City Department of Home Affairs Nguyen Tan Phong said that after 1 month of operating the 2-level local government, up to now, 168 wards, communes, and special zones have officially come into stable operation.
According to Mr. Nguyen Tan Phong, Ho Chi Minh City has temporarily announced 2,357 administrative procedures (AP) with 1,625 internal processes; updated electronic procedures on the AP Information System with 2,357 processes. Of which, 1,997 APs are under the jurisdiction of the provincial level and 368 APs are under the jurisdiction of the commune level. Ho Chi Minh City has also resolved policies for 2,681 cases of early retirement or resignation due to reorganization.
Because the new model has many changes in organizational structure, scope, authority and operation methods, localities are still confused and encounter difficulties in applying the new regulations. The team of cadres and civil servants at the commune level, especially those newly transferred and appointed, have not promptly updated their knowledge and skills to meet the requirements of the task.
The national public service portal is in the process of connecting and communicating with other national databases, specialized databases... so some interconnected administrative procedures in the field of civil status have not been able to look up previously stored information to process people's records.
Mr. Nguyen Tan Phong said that Ho Chi Minh City proposed the Ministry of Justice and the Ministry of Home Affairs to provide guidance on some contents regarding decentralization and authorization. Along with that, provide guidance on policies for cases where competent authorities have designated and appointed leadership and management positions (after reorganization) and now voluntarily resign.
This aims to strengthen the functions and tasks of departments, branches and commune-level People's Committees in performing assigned tasks, while reducing pressure and workload on superior agencies.

On the Ho Chi Minh City side, after inspecting and surveying the operation of the two-level local government, the city continues to improve its organizational structure and personnel. Inspect, review and evaluate the implementation of procedures for converting documents related to life and social security for individuals and organizations. The principle is that no fees or charges are collected when converting due to changes in administrative boundaries.
The city also focuses on solving new problems arising in the process of arranging administrative units; consolidating and supporting localities to perfect the shared information technology system, the administrative document system, the administrative procedure settlement system, etc.
According to Mr. Nguyen Tan Phong, the Ho Chi Minh City People's Committee has issued a plan to implement Resolution 66 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026. Specifically, the city assigned the departments to review and propose to the Ho Chi Minh City People's Committee to decide to announce the list of administrative procedures to be implemented regardless of administrative boundaries.
The Ho Chi Minh City People's Committee also assigned the Ho Chi Minh City Digital Transformation Center to evaluate the information system for handling administrative procedures to ensure that it meets the requirements when performing administrative procedures regardless of administrative boundaries. The Department of Science and Technology and other units will review and upgrade the infrastructure and equipment at the one-stop shop for performing administrative procedures regardless of administrative boundaries.
In addition, the Ho Chi Minh City People's Committee has built and completed the system of Public Administration Service Centers in the city in the direction of not distinguishing administrative boundaries when handling administrative procedures.
