Thousands of union members and young people in Lam Dong province have joined forces to support the implementation of online public administrative procedures, helping people, especially in remote, isolated and ethnic minority areas, access digital government, contributing to promoting administrative reform and digital transformation from the grassroots, towards a modern administration.

Over the past month, at the Public Administration Service Centers of communes, wards, and special zones in Lam Dong province - the locality with the largest natural area in the country, the green volunteer shirts have accompanied the local authorities in implementing the two-level local government model, bringing practical results.

The extended “arm” of digital government

At the beginning of working hours at the Lang Biang Ward Public Administration Service Center - Da Lat, an area with a large number of ethnic minorities, many people came to do administrative procedures. Here, people were supported by union members and youths, guided to perform the steps in order: dialing the queue number at the kiosk, operating on electronic devices, reviewing documents, guiding to the correct reception area or logging in to use an account on VNeID... "We focus on supporting people who are ethnic minorities, the elderly, and those who have difficulty accessing digital technology . We are very happy to have contributed to helping local authorities and people save time, effort, and smoothly carry out administrative procedures", volunteer Le Thi Thanh Van shared.

Secretary of Lang Biang Ward Youth Union - Da Lat Pham Duc Tuyen said: "The members and youths participating in supporting at the Public Administration Service Center are all members of previous community digital technology groups. They have experience with the tasks in the process of supporting the implementation of Project 06, so the work of helping people in the new ward is carried out smoothly and quickly."

At the Cat Tien 3 Commune Public Administration Service Center, Lam Dong Province, there are always youth union members on duty. Secretary of the Cat Tien 3 Commune Youth Union Vo Thi Ly said that since July 1, the commune Youth Union has mobilized dozens of youth union members and youths to divide into groups to work daily here to support people in performing online public services. "The commune's youth always have a high sense of responsibility to serve the people. This activity contributes to promoting the spirit of vanguard and volunteerism of the youth in implementing digital transformation and the two-level local government model at the grassroots level," Ly emphasized.

People trust and appreciate

Lam Dong Provincial Youth Union Secretary Truong Minh Quang said that the youth union has proactively identified new requirements in the post-merger period, especially when Lam Dong becomes the province with the largest area in the country. With more than 126,000 union members in the province, the youth force is identified as a vanguard factor in socio -economic development tasks, Party and government building, and supporting people to adapt to the two-tier government model and digital government.

Faced with initial difficulties in infrastructure, technical software, lack of human resources at the grassroots level, Lam Dong Provincial Youth Union promptly established more than 130 youth volunteer teams, with nearly 2,700 volunteers, to provide direct support at the Public Administration Service Centers of communes, wards, and special zones in the province. "Young people in localities have demonstrated a core, pioneering role in accompanying the government to build a modern, transparent, effective administration, taking people as the center of service and have been trusted and highly appreciated by the people," affirmed comrade Truong Minh Quang.

In remote communes and ethnic minority areas in Lam Dong province, union members and youth not only participate in providing technical support and procedural guidance but also promote and mobilize people to actively use online public services; thereby, gradually creating a habit for people to proactively access digital government. Ms. Ro Gle Bach Yen, residing in Bon Nor B residential group, Lang Biang ward - Da Lat, said that thanks to the guidance of young people, she quickly completed land procedures. "The support of young people who are familiar with technology and procedures creates favorable conditions for people. When you guys give specific instructions and help write information, I avoid mistakes, everything goes smoothly, I am very satisfied", Ms. Ro Gle Bach Yen shared. Similarly, Mr. Nguyen Van Dien, 71 years old, residing in Cat Tien commune, said: “I went to the Commune Administrative Service Center to complete the criminal record procedure, but because I am old and not familiar with information technology, I was very worried. Thanks to the enthusiastic guidance of the young people, I quickly completed the procedure. Hopefully, this support model will be maintained for a long time so that people can gradually get used to the new administrative procedures.”

According to Lam Dong Provincial Youth Union, in recent times, youth volunteers have “gone to every alley, knocked on every door”, supported people to access online public services, participated in training on digital transformation at the grassroots level, etc. After the support period, youth unions of communes, wards, and special zones in the province will coordinate with the Public Administration Service Center to organize experience sharing; at the same time, form a model of “youth digital corner” to serve people on the spot.

Along with focusing on supporting local authorities at two levels to quickly stabilize their organization and operate effectively, Lam Dong youth need to specify their roles and functions through plans and projects that are close to practical needs. In a recent working session with Lam Dong Provincial Youth Union, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that youth must be the leading force in realizing the key goals of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; not only stopping at movement activities but also having to conduct in-depth research, participate in proposing and implementing new models associated with local realities.
