AI assistant supports looking up new administrative units

The two-level local government model officially came into operation from July 1, 2025.

To support people in quickly and accurately looking up new administrative units, Viettel Data Service and Artificial Intelligence Center ( Viettel AI under the Military Industry - Telecommunications Group) has successfully built a virtual assistant tool.

Accordingly, from personal computers, tablets, and smartphones, people can easily look up all information about the new administrative unit completely free of charge. The search steps are as follows: Access the address https://tracuuphuongxa.trolyao.org/; click on the dialogue box, write the desired question according to the need to learn (For example: How many communes and wards are there in Hanoi capital? Which ward is Nghia Do ward, Hanoi city now?); refer to the answer and the source of the quote marked in red in the AI assistant's answer.

The entire system is built on the Vietnamese language platform with the ability to deeply understand the questions asked by Vietnamese people, designed with models and trained data from official documents. Thanks to that, the system not only answers accurately but is also close, easy to understand and close to reality. From looking up new administrative units after the merger, to determining the tasks of departments, offices and units in the new apparatus, all are answered within seconds, in the correct work context, with correct legal references.

In addition, the AI assistant also provides a comprehensive handbook on new provincial, city and commune-level administrative units, including Resolutions of the National Assembly Standing Committee on the arrangement of new administrative units.

Mr. Nguyen Cong Thang, Chief Product Manager at Viettel AI, shared that engineers had to compare tens of thousands of different situations to ensure the accuracy of each question that people could ask. Not only writing algorithms, engineers also put themselves in the position of commune officials and people to understand what they would ask and what they needed. On the morning of July 1, the virtual assistant to look up new administrative units was activated with an accuracy rate of over 90%. This is the result of 48 hours of continuous work without rest by engineers at Viettel AI.

Previously, on June 14, at the Training Conference on the organization of the 2-level local government apparatus, Viettel AI launched the Virtual Assistant for civil servants to support answering questions about decentralization, delegation and division of authority between the Government and 2-level governments. This is a product developed by Viettel AI under the direction of the Government, in coordination with the National Digital Transformation Agency (Ministry of Science and Technology). Based on standardized data from 28 decrees covering 19 fields, the Virtual Assistant for civil servants can support the lookup of 2,700 tasks. The system can be used 24/7, anytime, anywhere on computers, phones, and tablets.
