Accordingly, after the People's Committee of Tran Bien Ward, Dong Nai Province issued a decision on enforcement as well as a plan to enforce land recovery for 23 households (phase 1) at Bien Hoa 1 Industrial Park, the propaganda and mobilization working group of the Standing Committee of the Ward Party Committee together with the Enforcement Board went directly to the households to continue to propagate, mobilize, and explain policies, regulations when the state recovers land with the hope that the households would agree to hand over the land, avoiding having to carry out enforcement.

Through propaganda, mobilization and explanation, people have understood the necessity of implementing the Project of Converting Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and improving the environment to maximize advantages, potentials and promote the socio -economic development of Dong Nai province in the future. At the same time, people also realize the responsibility of citizens of Dong Nai province to contribute to the construction and development of Tran Bien ward as well as the province in general.

Therefore, on July 15, 9/23 households subject to forced eviction agreed to voluntarily dismantle the construction, move their assets and hand over the site. On the same day, many households took advantage of the opportunity to dismantle the construction and move to new residences.

Thus, in the 50-hectare area prioritized for site clearance in Bien Hoa 1 Industrial Park, there are only 14 households that have not yet handed over the site. These households will continue to be propagandized and mobilized by the working group of the Ward Party Committee Standing Committee and the Ward Enforcement Committee on July 16. If the households do not hand over the site, the People's Committee of Tran Bien Ward in coordination with the Bien Hoa branch of Dong Nai Province Land Fund Development Center will organize enforcement according to the previously issued enforcement plan with an expected time of 3 days (from July 17 to 19).

To implement the Project of Converting Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and improving the environment, in addition to relocating all enterprises out of Bien Hoa 1 Industrial Park, the government must relocate 355 households located in the Industrial Park. Up to now, 306 households have agreed to relocate and hand over the land.
