Ensuring traffic safety during the rainy season

Every time there is a storm, Dong Luong commune mobilizes forces to guard and prevent people and vehicles from passing through the spillway on provincial road 530B.

For a long time, during the rainy season, rising water levels have caused frequent flooding in the Cua Du spillway area and disrupted local traffic on provincial road 519B. In addition, it has also isolated some villages and hamlets of Luan Thanh commune, making life and travel difficult for people. Chairman of the People's Committee of Luan Thanh Commune, Ngo Van Tuong, said: "Before the rainy season, the locality reviewed areas that are frequently flooded, causing traffic jams on provincial and inter-commune roads to have a plan to coordinate with the road management unit to install barriers at both ends of the spillway and attach danger warning signs to remind people. At the same time, arrange forces to be on duty 24/7 at key points on the commune's traffic routes to regulate, guide, and ensure safety for people and vehicles when floods occur. Along with that, the locality regularly propagates to people to be vigilant, not to go through areas of deep flood water, strictly follow the instructions of the authorities at locations where warning signs have been posted, especially at culverts, spillways, deep flooded areas, and fast-flowing water."

It is known that, to solve the flooding and local traffic disruption on Provincial Road 519B when there is heavy rain and floods, on May 31, 2024, the Provincial People's Council issued Resolution No. 522/NQ-HDND on deciding on the investment policy of the Cua Du Bridge project in Luan Thanh commune. The project has a scale of investment in a river crossing bridge and roads at both ends of the bridge with a total length of 0.81km with a total investment of 72 billion VND. Currently, the Department of Construction and Luan Thanh commune are actively coordinating to clear the site and prepare conditions to start the Cua Du Bridge construction project.

Through the review of the Department of Construction, on national highways 15, 15C, 217, 217B, there are still 15 locations through the communes of Phu Le, Hoi Xuan, Ngoc Lac, Nam Xuan, Cam Van, Ba Thuoc, Thanh Vinh... where flooding and slow drainage often occur. On provincial roads 518B, 519, 519B, 521B, 521E, 522, 523, 523B, 523E, 530, 530B, there are still 28 locations through the communes of Cam Van, Thuong Xuan, Luan Thanh, Ba Thuoc, Quy Luong, Kim Tan, Quang Chieu, Linh Son, Dong Luong, Van Phu... where flooding and slow drainage often occur. In order to ensure smooth traffic during the rainy season, road management units have proactively developed plans to divide traffic and provide traffic warnings for people and vehicles in case of traffic jams due to flooding on roads managed by the units.

Right from the beginning of the year, units mobilized forces to clear sewers to drain water, cut trees, patch potholes, repair and handle subsidence of foundations and road surfaces, and install additional markers and signs on road sections, culverts and spillways that are often flooded. Units proactively prepared means, human resources, materials, barriers, warning signs... necessary equipment and machinery according to the "4 on-site" motto to promptly overcome consequences and ensure traffic at locations that are often flooded on the roads.

In order to promptly respond to and overcome the consequences of natural disasters to ensure traffic, the Department of Construction has established working groups to participate in traffic rescue in localities. The working groups proactively arrange forces, working vehicles, and equipment on duty in assigned areas. When incidents or floods occur, the groups arrange machinery, equipment, and human resources on duty on the route at key locations; at the same time, coordinate with local road management units to proactively overcome the consequences of natural disasters, handle traffic jams, ensure timely traffic, and avoid traffic jams. Along with that, the groups regularly coordinate with local authorities and functional forces to participate in clearing congestion and traffic flow on the routes.
