I agree with the requirements set out in the draft related to the task: "Continue to fundamentally innovate education and training, improve the quality of human resources". However, I think the draft should add more tasks and fundamental solutions in both education and training activities.

For example, in education, it is necessary to supplement solutions on organizing exams to select excellent students and gifted students in the direction of assessing qualities, abilities, and the ability to apply knowledge and skills to solve practical problems. This is considered an important part of the new general education program. Effectively implement the introduction of English as a second language and the teaching of ethnic minority languages in general education and continuing education institutions.

In training, it is necessary to add solutions such as: Innovating State management of training towards improving effectiveness and efficiency, reducing focal points and promoting decentralization and delegation of authority; promoting the role of autonomy and accountability of training institutions, especially university training. Focusing on training and fostering excellent students and improving the scientific research capacity of students in educational and training institutions associated with the province's human resource development strategy. Ordering and assigning tasks for the province's educational institutions to train human resources to serve the province's socio-economic development.

The draft also needs to emphasize the tasks and solutions to promote scientific research in higher education institutions with synchronous solutions on investment, potential development, building mechanisms to attract high-quality human resources, management mechanisms, research support, encouraging cooperation between higher education institutions with research institutes, enterprises and foreign countries in scientific research activities; encouraging and supporting the development of strong research groups, young and potential scientists, enhancing practical contributions, commercializing scientific research results, ensuring publicity and transparency.
