Removing the "bottleneck" of the Dong Ha bypass project site

The Eastern Bypass Project of Dong Ha City (now Dong Ha Ward and Nam Dong Ha Ward) was expected to be completed in 2024, but due to land acquisition issues, it was extended to September 2025. Local authorities are focusing on removing this “bottleneck” so that the project can be completed on time.

The Dong Ha City Eastern Bypass Project (abbreviated as Dong Ha Bypass) was approved for investment by the Ministry of Transport (now the Ministry of Construction ) in 2022. The route is 13.3 km long with a total investment of nearly 400 billion VND. This is a key traffic project to reduce traffic pressure on National Highway 1 passing through Dong Ha and Nam Dong Ha wards. Previously, Dong Ha was the only city in the Central region without a bypass, leading to many traffic accidents in this urban area.

According to the policy, the project implementation progress is required to be completed in 2024, however, due to many objective reasons, mainly land acquisition problems, it was extended to September 2025.

Mr. Hoang Anh Quang, Director of the Traffic Maintenance Management Board (Department of Construction) said that up to now, the project is still facing difficulties because of 3 sections that have not been cleared for land in Gio Linh commune. Along with that, dozens of households have been affected and 29 tombs have not been relocated; 2 resettlement areas in Phong Binh and Gio My communes have not been completed; technical infrastructure works (electricity, water, telecommunications) have not been relocated.

The latest report of Gio Linh Commune People's Committee said that up to now, there is about 1.2 km left without land clearance. Of which, the intersection with National Highway 1 (old Phong Binh Commune) is about 200 m, the DT.575a intersection (old Gio My Commune) is about 200 m, and the old Gio Quang Commune is about 800 m.

Vice Chairman of Gio Linh Commune People's Committee Nguyen Van Hai informed specifically: The land acquisition work in the old Phong Binh commune is still stuck with 18 cases of affected households. Of which, 3 cases have received compensation but have not yet handed over the land because there is no resettlement land, 2 cases have agreed but have not been approved because there is no land for resettlement and no land to allocate land with land use fees; 11 cases have not agreed on the compensation and support plan due to low unit prices; 2 cases have not agreed on the location of the resettlement area and the price of agricultural land.

At the intersection with DT.575a, 3 households have received compensation but have not yet handed over the land for construction, because the resettlement area has not been completed; 1 household has not agreed to the compensation and support plan for agricultural land; 3 households are carrying out procedures to compensate with other land for the purpose of recovery.

In the old Gio Quang commune, the area that has not been cleared is related to production forest land and tombs when households have not agreed with the compensation and support plan. "Previously, the Gio Linh District People's Committee and the Land Clearance Council chaired and coordinated with the Department of Construction, agencies, departments and branches to organize propaganda, mobilize, analyze and explain many times, but households still did not agree with the compensation plan," Mr. Hai added.

According to the reporter's records at the National Highway 1 intersection, the project is currently obstructed by a large fish pond and many houses in Gia Mon village, Gio Linh commune. Here, the lives of the households are still going on as usual. The construction work has to stop here. Similarly, at the DT.575a intersection, many houses are still solid even though the bypass construction site is right next to the wall.

Focus on removing the "bottleneck" of land

Although the completion time has been extended to September 2025, with current difficulties, the project is at risk of continuing to be delayed. Therefore, the Department of Construction has reported and requested the Provincial People's Committee to pay attention and direct localities and units to complete the site clearance work by July 2025 at the latest.

Specifically, urgently complete the approval of compensation and support plans for the remaining cases in the old Phong Binh commune; resolve problems related to land compensation in the old Gio My commune; speed up the construction progress to complete the resettlement areas in Phong Binh and Gio My communes; issue decisions on enforcement plans for households in Truc Lam village (old Gio Quang commune).

Discussing further about the direction to remove the "bottleneck" of land clearance in the area, Mr. Nguyen Van Hai said that the commune is facing many difficulties because it has just put into operation the new government, all documents, procedures and work are received from the old units. However, the commune leaders focus on prioritizing the completion of the task of land clearance for key and urgent projects in the area.

“Based on the difficulties in site clearance and receiving documents from the old units, Gio Linh Commune People's Committee continues to coordinate with relevant agencies, departments and branches to propagate and mobilize people to accept the State's compensation and support policies; at the same time, direct specialized departments and branches to speed up the implementation of site clearance procedures in accordance with regulations,” said Mr. Nguyen Van Hai.
