On April 10, information from Thai Binh Provincial Police, the Provincial Police Investigation Security Agency has issued a Decision to prosecute the case, prosecute the accused and execute an Order to temporarily detain Pham Van Yen (70 years old, residing in Dong Hoang commune, Dong Hung district, Thai Binh province) to investigate the crime of "Fraudulent appropriation of property" and the crime of "Forgery of seals and documents of agencies and organizations; use of fake seals or documents of agencies and organizations".
The above decisions have been approved by the People's Procuracy at the same level.
According to the investigation agency, taking advantage of many people's need to enjoy the policy regime, Pham Van Yen claimed to be a member of the Community Health Care Center, holding the position of Deputy Director of the representative office of the Center for Traditional and Historical Education in Thai Binh province, and could help many people enjoy monthly disability and war invalid allowances.

To create trust, Pham Van Yen forged decisions on monthly payments of war invalids and disability benefits, signed and stamped by Yen himself. Every month, Yen transferred money to the victims' accounts with the fake content of war invalids and disability benefits, thereby creating trust with the victims.
The victims, when receiving the monthly allowance transferred by Yen, spread the news to many people, leading to an increasing number of people being scammed by Pham Van Yen.
From January 2023 to February 2024, about 100 victims gave money to Pham Van Yen to pay for sick leave and disability benefits. The total amount of money Yen appropriated was more than 1 billion VND.
At the investigation agency, Yen initially confessed that this money was used for personal expenses and not for benefits as promised to everyone.
The case is being further investigated by Thai Binh Provincial Police.
