At the regular Government meeting in July 2025, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong reported on the implementation of tasks for the 2024-2025 school year and preparations for the new school year. In recent times, the education sector has continuously received many positive signals in terms of policies, education quality and social spirit, creating a "very new vitality" for the entire sector.

"It can be said that since the beginning of the year, joy has continuously come to the entire education sector," he said, starting with the promulgation of the Law on Teachers - a law of great significance in honoring and protecting the teaching staff. Along with that are a series of new policies: free tuition for preschool and primary school students, building 248 semi-boarding and boarding schools in border communes, universalizing preschool education for children from 3 to 5 years old... In particular, according to the Deputy Minister, the Ministry is finalizing a resolution on education and training development in the spirit of "extremely breakthrough".
"These policies not only create more motivation and confidence for teachers and managers, but also inspire a new vitality in the whole society. People increasingly see clearly that education and training are truly the top national policy," the Deputy Minister emphasized.
School year 2024-2025: Completing on schedule, many bright spots
According to Mr. Pham Ngoc Thuong, the last school year has completed the entire curriculum at all levels: from preschool, general education, vocational education to university, and continuing education. This is also the first year that the education sector has synchronously implemented the 2018 General Education Program from grades 1 to 12.
"The results achieved at all levels of education are higher than the previous school year," he said, affirming that the management staff, teachers and students have made efforts to ensure the quality of teaching and learning, and that school administration is well implemented.
Innovations in admissions from grades 1, 6 to 10 are also highly appreciated. According to the Deputy Minister, good preparation of facilities in localities has helped reduce pressure, especially in big cities. He cited: "In Ho Chi Minh City, more than 90% of high school students study in public schools; in Hanoi , this rate is approximately 64%, all of which are improved numbers compared to 2024".
A small but effective adjustment made by the Ministry of Education and Training is requiring localities to simultaneously announce exam scores and admission scores for grade 10.
"Previously, students and parents had to wait weeks, even months, to know the benchmark scores, which was very stressful. Now that it's done right away, everyone feels more secure," he said.

Impressive national and international student achievements
One of the highlights of the school year is the achievements of students in national and international competitions for excellent students. According to the Deputy Minister, many provinces and cities that did not have first or second prizes in the previous national competitions for excellent students have made great progress this year.
In the international arena, Vietnamese students participating in the Math, Physics, Chemistry, Biology and Informatics Olympiads all made it into the top 10. "We won 12 gold medals, 14 silver medals and 9 bronze medals. For the first time, Informatics won a gold medal, and especially in Office Informatics - which only had one gold medal like the World Cup - Vietnamese students excellently won the highest prize," he shared.
This year’s high school graduation exam was also held safely, seriously and innovatively. Thanks to the strong direction from the Prime Minister with one directive and two telegrams, and the participation of local authorities, the exam was successful.
"The examination work is undertaken by three levels of local authorities, while grading is undertaken by two levels. Up to this point, all requirements have been completed," Mr. Thuong reported.
Ready for the new school year and effective administrative transformation
In preparation for the 2025-2026 school year, the Ministry of Education and Training has guided localities to develop plans, especially to prepare for the nationwide online opening ceremony on September 5.
For localities affected by floods, the Ministry requires ensuring that 100% of schools are connected and open on schedule, and has directed publishers to urgently provide textbooks to students in disaster areas.

Another notable point in the Deputy Minister's speech was the coordination between the Ministry of Education and Training and local authorities at two levels in educational management.
On August 5, the Ministry organized online training to more than 3,300 points of contact, with the participation of more than 50,000 officials. From the discussions, the Ministry has compiled 58 groups of issues and plans to issue an electronic "question and answer handbook" in August.
The education sector also thoroughly implements the "four proactive" measures: grasping the situation, removing difficulties, providing training and guidance, and proactively implementing. At the same time, strictly implement the "two no's" (no blank management content, no shirking responsibility) and "two clears" (clear management content, clear management methods).
The Deputy Minister said that, in addition to innovating management thinking, school managers including principals and vice principals also need to promote their role as advisors to local authorities on education work, contributing to improving the effectiveness of state management at the grassroots level.
