Accelerating digital transformation

VHO - Artificial intelligence (AI) is becoming an important tool, helping Thai state agencies improve operational efficiency in many areas, from tax collection to disaster prevention.

Behind this technological revolution is AI and Robots Ventures Co (ARV), a subsidiary of the Thai Petroleum Corporation (PTT), with its advanced data analytics software solution called Bedrock. Developed by ARV’s Bedrock Analytics Co, a digital data platform designed to help government agencies manage data more effectively and promote urban development.

Thanakorn Eamsakul, Senior Business Development Manager at Bedrock Analytics Co, said the platform is helping to significantly speed up the tax collection process. It used to take government agencies more than four months to calculate and collect taxes in a single area; however, thanks to Bedrock’s AI technology, this task now takes just a few hours.

The acceleration comes from the ability to analyze data from on-site smart cameras and satellite imagery from the Geospatial and Space Technology Development Agency (GISTDA). According to Thanakorn, Bedrock can easily analyze store signs and quickly calculate taxes based on this information. This helps increase tax revenue, especially from shop owners who have never paid taxes before. As a result, local government agencies using Bedrock have recorded a 17% increase in tax revenue per year, a jump from the previous 4.7%.

In addition, Bedrock is also a powerful tool in urban planning, helping governments identify areas at high risk of natural disasters. As a result, authorities can issue timely warnings, helping people prepare and minimize damage.

Bedrock’s real-time data analytics capabilities enable the integration of information from multiple sources, creating detailed risk maps and supporting more effective disaster response strategies. Beyond taxation and disaster prevention, Bedrock has broad potential for application in areas such as public utilities, telecommunications services and healthcare.

The platform simplifies complex processes, optimizes the work of local government agencies, and improves the quality of public services. For example, in the healthcare sector, Bedrock can support data analytics to optimize hospital management; or in telecommunications, it helps improve network performance and customer service.

ARV CEO Milin Jeerapatsa emphasized that despite the economic slowdown, the demand for AI, data analytics, and robotics systems remains strong. This technology not only improves work efficiency but also opens up opportunities for innovation in state management. He affirmed that Bedrock and other ARV AI solutions are not intended to replace humans but to support, improve productivity, and bring sustainable value to society.

However, the application of AI and Bedrock also poses some challenges. Data security and privacy are major concerns when dealing with sensitive information such as tax data or personal information. "AI represents the second era of digital transformation. However, it needs to be used cautiously with responsible governance," said Sak Segkhoonthod, senior advisor to the AI Governance Center (AIGC) of ETDA, at a workshop on AI governance.
