On behalf of the Party and State leaders, respectfully presenting the First Class Independence Medal to the Ministry of Finance, General Secretary To Lam commended the outstanding achievements that the entire Finance sector has achieved in 80 years of construction and development; emphasizing that throughout history and especially in recent years, the Finance sector has always affirmed its role, position and taken the lead in implementing the new economic model together with the entire political system, creating an important foundation for the country's economy to accelerate and break through.
After pointing out the challenges of the world and domestic economy, the General Secretary suggested that in the coming time, the entire financial sector needs to immediately deploy solutions to create institutional breakthroughs, financial strategies and innovate the growth model.
" Focus on thoroughly resolving bottlenecks and bottlenecks in development institutions; adjusting economic space, expanding development space, enhancing decentralization, delegation of power, allocation and combination of economic resources. Establishing a new growth model with science and technology, innovation and digital transformation as the main driving force to create strong changes in productivity, quality, efficiency and competitiveness of the economy," the General Secretary pointed out.

The General Secretary proposed building and perfecting institutions and policies on state finance and budget; improving the effectiveness and efficiency of law enforcement with the view that institutions are "breakthroughs of breakthroughs", and institutions are resources and driving forces for development.

The General Secretary requested the entire financial sector to strengthen financial and budgetary discipline; strictly manage state budget revenue, ensuring correct, sufficient and timely collection. Strictly and effectively manage state budget expenditure; thoroughly save regular expenditures; increase revenue and save expenditures to focus on development investment, on a number of large projects that are transformational and turn around the situation.
There are solutions and measures to mobilize resources more effectively for development in the financial market, capital market, stock market, economic resources among the people... to increase capital attraction both domestically and internationally, creating better capital mobilization channels for enterprises, especially private enterprises.
