Reclaiming more than 100 hectares of land to expand and upgrade Ca Mau Airport

On November 7, the People's Committee of Ca Mau province submitted a document to the Provincial People's Council on the approval of the Resolution deciding on the investment policy for the Project of land acquisition, compensation, support, and resettlement to expand and upgrade Ca Mau Airport.


Accordingly, to implement land acquisition, compensation, support, and resettlement to implement the Ca Mau Airport expansion and upgrade project, in accordance with the Ca Mau Airport Planning for the period 2021-2030, with a vision to 2050, it is necessary to implement land acquisition, compensation, support, and resettlement with an area of about 105.53 hectares.

Of which, the area cleared for the expansion to implement the Ca Mau Airport expansion and upgrade project is about 101.41 hectares.

In addition, it is necessary to clear the land for the Control Tower and DVOR/DME Station projects (implemented by Vietnam Air Traffic Management Corporation - VATM) of about 3.62 hectares; clear the land along the road right-of-way of Hoang Van Thu Street (120m section cutting through the approach lighting system at the beginning of the runway) of about 0.32 hectares.

Along with that, clearing the land area between the planning of Ca Mau Airport (Command Tower area) and the road connecting the National Highway 1 bypass with Ring Road 2, Ca Mau city, about 0.18ha.

The land acquisition, compensation, support and resettlement project to expand and upgrade Ca Mau Airport belongs to Group A Project with a total project investment of about 863 billion VND from the provincial budget in the medium-term public investment plan, period 2021 - 2025.

In 2024, investment procedures will be carried out; surveying and counting will be carried out; compensation, support and resettlement plans will be developed. In 2025, compensation, support and resettlement will be carried out; construction site will be handed over and the investment capital of the completed project will be settled.

Previously, on June 28, 2024, the Minister of Transport issued Decision No. 791/QD-BGVT approving the Ca Mau Airport Planning for the 2021-2030 period, with a vision to 2050.

Accordingly, Ca Mau Airport is a domestic airport, shared by civil and military use; planned as a 4C airport and a level II military airport; in the 2021-2030 period, a new runway measuring 2,400 x 45m will be invested in, along with an infrastructure system ensuring the scale of a 4C airport, operating aircraft types such as: A320/A321 and equivalent, with a capacity of about 1 million passengers/year and 1,000 tons of cargo/year.

The vision to 2050 is to continue to complete the infrastructure system, increasing the capacity to about 3 million passengers/year and 3,000 tons of goods/year. Accordingly, the land use planning for the period 2021 - 2030 is about 184.22 hectares; the vision to 2050 is about 244.43 hectares.

On October 15, 2024, the Prime Minister issued Decision No. 1188/QD-TTg approving the investment policy of the Ca Mau Airport expansion and upgrade project.

Accordingly, the investor is Vietnam Airports Corporation - JSC (ACV) with a total project implementation cost of about VND 2,400 billion (excluding site clearance costs), using 100% of ACV's equity; project implementation progress is 18 months from the date of land allocation by the State.

The current status of Ca Mau Airport land has been granted a Certificate of Land Use Rights with an area of 42.8 hectares. To expand and upgrade, it is necessary to carry out site clearance to create a clean land fund to implement land allocation for the expansion beyond the existing land area that has been granted a Certificate of Land Use Rights.
